Temporary Staffing Software

Temp agency software organized around the assignment.

TempGuru can help temporary staffing agencies connect client intake, worker interest, assignment decisions, host instructions, time review, incidents, and billing handoffs. Agencies set their process and remain responsible for employment decisions.

Quick answer Temp agency software should preserve the assignment as a living record: host, worksite, supervisor, tasks, hazards, schedule, worker response, dispatch, changes, actual time, incidents, and closeout. Candidate records matter, but a temporary agency earns its margin by controlling what happens after the client says, “We need someone Monday.”Answer for agency software buyers
01Assignment intake

What should temp agency software capture before anyone accepts an assignment?

“General help needed” is not a job description. It is the start of a phone call.

Identify the host business, worksite, reporting supervisor, department, task list, prohibited tasks, schedule, expected duration, pay and bill configuration, dress or PPE split, physical demands, known hazards supplied by the host, screening requested by the client, and the contact for day-one problems. Store which facts came from the client and when the agency reviewed them.

Then create the worker-facing brief. It should use plain language and omit client-only financial data. Record interest separately from acceptance, and acceptance separately from assignment. TempGuru may support client and worker communications depending on plan and configuration; the agency controls the audience, timing, and final decision.

Desk check

A recruiter who did not take the order should be able to explain the work, site, schedule, pay basis, and escalation path from the record alone.

02Shared safety

How should a temp agency record what the host employer controls?

Temporary work has two operating parties. The safety record should show both roles without pretending the contract ends the inquiry.

OSHA’s Protecting Temporary Workers page says staffing agencies and host employers share responsibility for a safe workplace, with the exact extent depending on the facts. OSHA recommends that responsibilities be described in the contract and stresses communication about training, hazard information, and recordkeeping.

Translate that guidance into named workflow steps. Who asks the host about hazards? Who provides general information? Who gives equipment and site training? Who supplies PPE? Who receives an injury report? Who handles day-to-day supervision and recordkeeping? Software can route questions and preserve answers. It cannot make an unsafe assignment acceptable or discharge either party’s legal duties.

Responsibility map

Attach each safety action to an organization, a person or role, a due point, and evidence. “Handled by client” is too vague to audit.

03Changed work

What changes when a client moves a temp worker into a new task?

A reassignment inside the same building can still create a different job.

Open a task-change event rather than editing the original description. Capture the requester, new department, duties, supervisor, schedule, pay or bill implications, hazards, equipment, training, and effective time. Route it to agency review before the worker begins when circumstances allow. If work has already changed, flag it for immediate attention and preserve when the agency learned of it.

The worker response matters too. A person who accepted packing work did not automatically accept forklift operation or a night shift. Keep the new offer, questions, acceptance or refusal, and replacement action. The client can request a change. The agency still decides whether it can make the assignment under its process.

No overwrite

Keep the original assignment and append the change. That preserves the promise the worker accepted and the point when expectations moved.

04Worker signals

How should worker availability, interest, acceptance, and dispatch stay distinct?

Four statuses prevent one of staffing’s oldest mistakes: treating silence as a yes.

Availability means the worker has indicated a time window. Interest means the job caught their attention. Acceptance means they agreed to the stated assignment. Dispatch means the agency selected and instructed them. Add acknowledgement for critical day-one details if your process needs it. Each transition should have a timestamp, channel, and actor.

Ranking tools can help a desk review a pool when configured, but the agency should see why a person appears and retain manual control. Do not let a score hide expired evidence, an overlapping job, a task refusal, or a client restriction. A clean recommendation is useful only when the underlying record is current.

Status design

Use verbs that describe what happened. “Matched” is too ambiguous when payroll, the worker, and the client need different proof.

05Classification

Can temporary staffing software decide whether a worker is an employee or contractor?

No. Classification turns on the working relationship and applicable law, not the label selected during setup.

The IRS common-law employee guidance says the relationship must be examined and points to behavioral control, financial control, and the parties’ relationship. Its page was updated in May 2026. Other federal, state, and local tests may apply for different purposes.

A software setting can drive forms and workflow, which makes a careless selection more consequential, not more correct. Require authorized review for classification changes, retain the reason and effective date, and limit who can edit payroll treatment. TempGuru does not provide a universal classification decision; agencies should use qualified tax and legal advice for their facts.

Configuration warning

A dropdown records a decision. It does not create the legal relationship or resolve conflicting tests.

06Exceptions

What should time, incident, and assignment-closeout records share?

They need the same assignment ID and different review paths.

Time records should show scheduled and actual hours plus corrections. Incident records need the report time, reporter, people notified, known facts, and follow-up owner, with sensitive access limited. Closeout should state why the assignment ended, the last day worked, client and worker communications, property return, unresolved pay items, and rehire or redeployment status under agency policy.

Do not let a client rating change wages or automatically block a worker. Keep performance feedback available to authorized agency staff, preserve the worker’s response where appropriate, and require a person to make consequential decisions. A single “completed” status erases the details the next desk needs.

Record model

Link related facts by assignment. Separate their permissions, owners, and consequences.

07Migration

How can a temp agency change software without interrupting active payroll?

Migration is an operating cutover. Treat it like one.

Start with active clients, assigned supervisors, current workers, upcoming and open assignments, pay and bill configurations, unresolved time, and required documents. Choose a cutoff by workweek and define which system owns each stage. Reconcile a sample payroll and invoice set before widening the rollout. Historical candidates can wait until the active book is stable.

Test a parallel assignment from order to closeout, including one task change and one corrected time entry. Confirm exports, permissions, retention, and integrations in writing. Current plan information lives on the TempGuru software pricing page; buyers evaluating recommendation tools can review AI for staffing agencies after the core record works.

Cutover rule

Move the active assignment chain first. Old resumes do not matter if Monday’s approved hours land in the wrong system.

FAQBuyer questions

Buyer questions for temporary staffing software

What is temp agency software?

It is an operating system for client intake, worker records, assignment offers, acceptance, dispatch, host instructions, time exceptions, incidents, closeout, payroll inputs, and billing support. A generic ATS usually centers the candidate pipeline; temp agency software must also preserve the live assignment.

Should worker interest automatically create a temporary assignment?

No. Interest, availability, acceptance, and agency assignment are different events. Keeping them separate prevents silence or a casual tap from becoming a dispatch decision and gives the worker and agency a clear record of the offer accepted.

Who handles safety training for a temporary worker?

The answer depends on the hazard and the facts. OSHA says staffing agencies and host employers share responsibility and must communicate. Agencies may provide general information, while hosts are often positioned to provide workplace and equipment-specific training. Document the agreed roles and verify performance.

Can TempGuru determine W-2 or 1099 status for a staffing agency?

No. The agency must evaluate the actual relationship under the federal, state, and local rules that apply and obtain qualified advice when needed. Software records the approved treatment and related facts; it does not turn a label into a legal conclusion.

What is the safest sequence for migrating a temp agency?

Move active clients, current workers, future assignments, pay and bill settings, open time, and required documents first. Cut over at a defined workweek, reconcile payroll and invoices, then import useful history in controlled batches.

What record should temporary staffing software preserve for every assignment?

Preserve the client, worksite, contact, role, duties, required qualification, schedule, worker, assignment status, pay and bill terms, changes, attendance, approved time, payroll and invoice links, incidents, corrections, and closeout. Test a cancellation, replacement, extension, and rate change. The agency owns the employment, qualification, payroll, billing, and contract decisions behind those records.

This research path is for US and Canadian staffing agencies choosing software for their own client, worker, order, time, payroll, and billing records. Partner and non-partner agencies across staffing types can buy TempGuru software.
